Professor Williams has been an academic at Manchester University for over three decades, with the focus of his research and teaching interests over the past decade being on urban regeneration, strategic planning, programme and project management, and housing policy. His main management activities have focused on postgraduate planning and on urban regeneration programmes, and on the management of doctoral students. He was also Head of School of Planning and Landscape (1998-2000)

- 1972-98. Lecturer/Senior Lecturer/Reader in Town Planning, Manchester University
- 1999-06. Professor of Urban Planning and Development, Manchester University
He is currently preparing research for publications on topics relating to urban competitiveness, mixed tenure communities, and on housing market renewal strategies, but has also published in recent years a range of research work on urban regeneration and on strategic planning.
