Professional biography

Vincent is the Past President of the Royal Town Planning Institute (RTPI) and is currently its Honorary Treasurer and Trustee. He co-authored the New Vision for Planning which has guided the renewal of the planning profession in the UK . He has long standing commitment to linking tertiary planning education and practice as a lecturer and examiner. He helped steer through the introduction of the findings of Professor Fidler's 2003 commission into the future of planning education. He is a member of editorial board of Town Planning Review and Planning Theory and Practice, and is Chair of Urban Studies management board.

He has produced a range of reports on strategic planning issues, and practice oriented research focusing particularly on industrial location and housing markets. Much of this has been associated with his responsibility for managing the longest established joint statutory strategic planning body in UK , in the Glasgow and Clyde Valley Metropolitan Region. This approach to joint planning has been adopted as the model elsewhere in UK and as the basis of the European METREX benchmarking standards for effective metropolitan planning.

His international profile includes Chair of the RTPI International Committee, expert adviser to OECD on the Melbourne metropolitan area, a member of the European Faculty of the University of Pennsylvania and recently appointed External Affairs director for the METREX metropolitan network. The work of strategic planning with which he has been associated received the 2002 RTPI Award for Innovation and the 1991European Award for excellence in regional planning.

Professional experience

Planning Policy: Vincent's experience of planning policy issues includes :-

Industrial and economic development including Regional development policy, ERDF Programmes, economic forecasting and development strategies.

Public transport development, highway networks proposals and parking policies.

Housing and social development policy including housing mix and management strategies.

Rural Development Strategy including rural priorities, tourism, forestry, agriculture, minerals & fish farms

Environmental issues including helping pilot the Water Framework Directive & Strategic Environmental Assessments

Health Agenda including coordinating a Common Health Perspective and Action Plan with Health Boards

Public Participation across an area ranging from inner city communities to Hebridean islands

Implementation of planning projects: Vincent has also been responsible for the implementation of major development and environmental projects including:-

Major housing development projects through urban redevelopment & the creation of new communities.

Economic development and Industrial Sites programmes through joint economic development fora.

Environmental action including ERDF programmes, Greening the Conurbation, Heritage Projects and Environmental Charter and Action Plans., including Loch Lomond , Forth & Clyde Canal and New Lanark and Waste Disposal.
